What This Tracks

Congress has not amended Section 230 since 1996, with a single exception. That fact is easy to assert and hard to hold in view, because the legislative record around it is enormous: bills introduced and reintroduced under new numbers each Congress, executive orders issued and revoked by the next administration, and a growing body of state law that the federal executive is now actively trying to preempt. This page is that record.

Every row carries a link to its source. Nothing here is remembered; every entry was read off the Federal Register, the congressional bulk-data feed, EUR-Lex, or the enacting legislature's own website on the date stamped at the top of this page.

How To Read It

The Level filter separates federal measures from state and foreign ones. Type separates bills that were merely introduced from enacted statutes, executive orders, and foreign regulations — a distinction that matters enormously and that press coverage routinely blurs. Topic groups measures by what they actually regulate.

Two cautions govern any use of this table.

Bills die with each Congress, and are renumbered when reintroduced. The Kids Online Safety Act appears three times: as S. 3663 in the 117th Congress, S. 1409 in the 118th, and S. 1748 in the 119th. These are three separate bills, not one bill with a long history. Each row names its Congress for that reason, and rows must never be merged across them.

Status rots. A bill's position changes without notice, and a status read months later is worse than no status at all. Every row is pinned to the date stated at the top of this page, and the As of column gives the date of the underlying action. Re-verify before citing.

What It Covers, And What It Does Not

A list of all legislation affecting the technology industry is not achievable, and a page claiming to be one would be lying. State legislatures alone introduced more than twelve hundred AI-related bills in 2025. What this table offers instead is stated bounds.

Federal coverage is close to exhaustive for the topics named in the filters, across the 117th through 119th Congresses, together with the origin statutes — the Telecommunications Act of 1996 that carried Section 230, and the FOSTA-SESTA amendment of 2018 that remains the only carve-out from it ever enacted. Executive orders are enumerated exhaustively from 2019 to the present wherever they bear on platforms, artificial intelligence, platform competition, foreign-adversary applications, or online speech.

State coverage is deliberately a sample rather than a census: roughly two dozen enacted laws chosen for national significance or precedential effect. Foreign coverage is limited to the major regimes — the European Union's data, platform and AI regulations, the United Kingdom's online safety and digital markets acts, and Australia's under-sixteen social media prohibition.

Enforcement actions are excluded by design. FTC v. Meta, the Justice Department's search and advertising cases against Google, and the state attorneys general suits are litigation rather than legislation; they belong to our legal opinions and to antitrust.
